Padilla Secures Over $48 Million for 18 Projects in the Sacramento Region

Funding will improve water quality, upgrade transit infrastructure, provide social support services, and expand educational programs

WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.) announced that he secured over $48 million in federal funding for 18 projects across the greater Sacramento region in the bipartisan FY 2023 appropriations package. The bill now heads to both chambers of Congress for final passage and then on to the President to be signed into law.

“I am proud to have secured funding for projects across the Sacramento region to strengthen flood protection, address the housing crisis, and improve safe, reliable transit options,” Senator Padilla said. “This funding will support local governments and community organizations that work to directly benefit our neighborhoods. Critical investments in equitable educational programs will provide economic opportunity to those who need it most. Federal dollars will also be used for wildlife conservation efforts to ensure the long-term environmental health of the region.”

Projects across the Sacramento region that will receive federal funding through the FY 2023 Appropriations Omnibus include:

  • $7.8 million for Sacramento River Basin Floodplain Reactivation
    This funding will continue efforts to reactivate historic floodplains in the Sacramento River Basin to build resiliency in California’s natural infrastructure and water systems by: supporting the abundant return of migratory birds along the Pacific Flyway; revitalizing river food webs and supporting the recovery of salmon populations; recharging groundwater aquifers; and improving flood protection.
  • $4.93 million for the City of West Sacramento’s I Street Bridge Deck Conversion for Active Transportation
    This project will convert the top deck of the historic double-deck I Street railroad drawbridge from motor vehicle access to a dedicated bikeway/walkway, connecting two designated disadvantaged, low-income community zones in the cities of West Sacramento and Sacramento.
  • $4.3 million for the City of Sacramento’s Zero-Emission Vehicle Fleet Infrastructure Program
    This funding will help install supportive electrical vehicle charging infrastructure and catalyze expanded electrification of the City of Sacramento municipal fleet.
  • $4 million for the City of Vacaville’s I-505 Vaca Valley Parkway Corridor Multi-Modal Improvement Project
    This project will make improvements to the Vaca Valley Parkway corridor from west of the Vaca Valley Parkway/East Monte Vista Avenue/Crocker Drive intersection to east of the northbound on/off ramps of I-505.
  • $4 million for the Elk Grove-Rancho Cordova-El Dorado Connector Authority’s Capital SouthEast Connector
    This project will construct a regional Class 1 Multi-Use bike path, expand broadband capabilities, and implement an Intelligent Transportation System element through the installation of a smart corridor fiber optic conduit.
  • $3.65 million for the Sacramento Regional Transit District’s Gold Line Light Rail Station Conversions
    This funding will support the modernization of the light rail system to increase reliability, encourage transit ridership, and improve accessibility by installing low-floor trains.
  • $3.058 million for the American River Watershed Folsom Dam Project
    This project will modify and automate the existing Folsom Dam temperature control shutters to improve the ability to control the downstream water temperatures to help improve habitat conditions for salmonid species.
  • $2.82 million for Solano Irrigation District’s Quail Creek Drinking Water Well Replacement
    This funding will support a new, relocated well and associated conveyance facilities, which are needed to provide reliable domestic water supply, drought resilience, and fire fighting capability.
  • $2.8 million for Sacramento County’s Regional Conjunctive Use Project
    This funding will support the construction of high-priority drought relief projects, including Aquifer Storage and Recovery, as well as new interconnections.
  • $2 million for the City of Elk Grove’s Laguna Creek Inter-Regional Trail Crossing at State Route 99
    This project will build a Class 1 bicycle/pedestrian overcrossing over State Route 99 along the Laguna Creek Inter-Regional Trail System to create a continuous trail of over 7 miles that increases public health and safety.
  • $2 million for the City of Elk Grove’s Old Town Streetscape Project Phase 2
    This project will make significant improvements to Historic Old Town Elk Grove to relieve traffic congestion and ensure it is ADA accessible and has safe pedestrian and bicycle features.
  • $1.73 million for Sacramento River Fish Screens
    This funding will support fish screens for Sacramento River diversion to improve fishery protection and increase water operation and management efficiencies. This project provides essential protection to threatened and endangered fish species.
  • $1.5 million for the Mather Community Campus’ Human Assistance Facility Renovation Project in Sacramento County
    This project will renovate facilities at Mather Community Campus, which is a one-year employment and rehabilitative transitional housing program for veterans and families.
  • $1 million for Flood Controls for Lower Cache Creek
    This funding will support preconstruction, engineering, and design of flood control projects for Lower Cache Creek. 
  • $950,000 for Folsom Lake College’s Prison and Reentry Program
    This funding will help expand the Prison and Reentry Education Program (PREP) program to provide degree programs to additional correctional facilities in the region. PREP was started by Folsom Lake College and has grown to all four Los Rios Community College District campuses. PREP has a success rate of 78.8%, compared to 73.4% on campus and boasts a recidivism rate of 1.9%, which is the lowest of all statewide reentry programs.
  • $875,000 for the American River Basin Hydrologic Observatory Wireless Sensor Network Project
    This funding will support upgrades to sensors to better forecast the reliability and the availability of annual snowpack runoff from the Sierra-Nevada, in order to better prepare for and respond to drought events.
  • $394,000 for the City of Sacramento’s Early Childhood Education Apprenticeship and Workforce Training Program
    This funding will help address the childcare crisis facing Sacramento by supporting the Early Childhood Education Apprenticeship and Workforce Training Program to increase the number of childcare workers.
  • $300,000 for the City of Sacramento’s Neighborhood Equity Initiative Pilot Program
    This funding will support a community-centered approach to inclusive economic development by providing support for women- and minority-owned entrepreneurs and small/micro businesses, including technical assistance, case management, outreach, contracting opportunities, and incubation and acceleration.
